Illyria manages to Recall a dark magic spell called Hell Geyser. Hell Geyser inflicts a status effect called Sap, which drains HP at a slow rate. Bluish skulls suspended in a mournful wail of black wind throws the shrunken creature in mid-air. Immediately, the vast majority of the metal suspended in the air falls to the ground harmlessly and the barrier around the creature shrinks to almost nothing.
The problem is that, being thrown into the air, he's hard to track. Angel can only track him by smell which isn't super accurate, so he will have a chance of missing. Gunn can't see him at all. Mayuri is able to track the demon with his bacteria and can relay the location by pointing if he takes a -5 on his next action to modify the gun. Retsu's experienced zanjutsu skill and reiatsu tracking allows her to follow it.

any AOE moves available? if no then mayuri will relay location. either way retsu will dash in, slash up, dash out followed by the other attacks.

Not that anyone has at the moment, aside from Retsu. Mayuri relays the location. Her slash is impeded very slightly by the demon, but he is gravely injured. Afterwards, Angel jumps up and bisects him, as the demon trying to repel Retsu led Angel's blade into him. The assassin is dead.
As the assassin unshrinks slowly, the shrink ray being temporary, it seems that some of the items on him are destroyed. The thoroughness of the self-destruct itself is interesting to Mayuri: It seems that the explosion is a quantum detonation, which not only destroys the device but sends bits and pieces across the universe. He finds some pieces that the magnetic field of the demon, the shrink ray, the tesla gun and other effects interfered with, and though they are fine dust, he thinks combined with the bacterial data he can figure out some new tech. He laughs softly to himself, saying, "Splendid, most splendid indeed! Such a force arrayed against us... new technology, new monsters the likes of which I have not seen..." Aside from that, not much survived, but the demon does apparently have 200 gilden [GP] and about $4000 in cash on hand in a small pouch as well as three healing potions.
Angel says, "I smelled an immense evil coming off that demon. Not off him directly, he himself was a one-trick pony, a lot weaker than he seemed to be initially. No, like a contact that he had with something else a lot more dangerous. I'm getting an even worse feeling than before."
I assume Retsu heals everyone before you move on? If so, what's the healing order?

Yeah, she and mayuri (he has a healing class job) will heal everyone. From least to most damaged.

Mayuri has Cure, so he spends some of his TP to heal. Retsu and Mayuri focus first on Angel, then themselves, as Duke, Gunn and Illyria are relatively unharmed.
They have restored Angel to his maximum and are nearly both healed when Duke can swear he detects something on his radar. Almost immediately, the group is assaulted by red spheres of energy! It's strange, they seem almost liquid, and Angel can faintly taste tears... Duke, with his long experience with projectiles, quickly figures out, chomping on his cigar as he speaks, "Homin'. Split if they hit a target. Pierce walls and all that get out." Their assailant is as of now not entirely visible.
Mayuri ably blocks all of the shots. "They're a kind of demonic liquid, based off of tears".
Duke, by instinct alone, circle strafes everything and gets away using his jetpack.
Reactions for the rest?

can retsu's shikai consume them? does gunn have a flamethrower (evaporate them)? Illyria will try to hit them with fire to evaporate them.

Retsu's shikai might be able to, but they are nasty attacks and could be dangerous to it. Retsu identifies that they are filled with a powerful demonic toxin derived from a virus, as well as spider venom delivered by webbing.
Gunn does have a small flamethrower on hand. He finds that the flame only enhances the shots and is injured.
Illyria finds that her flame similarly does not consume the shots, though she is able to avoid the flaming shots that subsequently fire.

Easily. The toxin is pretty powerful, but Mayuri deduces many important things. The poisonous elements are derived from the common cold and from spider bites. Indeed, once the somewhat-magical elements of the toxins are abstracted out, the fundamental chemistries are very simple. Further, the person attacking is being enhanced by an outside force and has not mastered a good portion of the additional power. Mayuri deduces this well enough that Illyria discovers how to purge it and Retsu's shikai is able to absorb it. Retsu and Mayuri are rapidly crafting a vaccine which will not only purge the toxin but cure it entirely. Mayuri does deduce that the shots also have a freezing effect that acts like a petrification, which he will not so easily be able to cure. He also discovers that the basic material is made of a combination of tears, urine, chocolate milk, demonic power, and blood, with slight elements of mushroom toxin, heated apparently by a laser application, and that the person shooting it has taken injections of steroids, growth hormones and viral loads.
However, the onslaught is not over. A pale worm-like creature the size of a large football rockets, mouth open, at Illyria. She manages to leap over it, recognizing immediately that it is not conventionally targetable, then seals it with a touch.
A reddish laser strikes Mayuri in the arm. It harms his arm badly.
Another creature, a reddish meat man, charges Minazuki. It bites Minazuki, at which point it fills with healing reiatsu.
As the enemy flies by, Duke's jetpack is damaged by a fly that seems to pass through him and bite him. His armor protects him (though it is certainly reduced [he has ablative armor like an old-school FPS character]), but the Duke has to find a place to land. He manages to do so but takes some additional damage to both health and armor.
The meat man walks back to its apparent master, glowing with energy. Retsu puts her hand up and says, "It's over. Do not harm him.".
The master is something that... baffles everyone. It is a child, mostly nude. His skin is blackened and somewhat leathery, and he floats with demon wings and demon horns. There's dried blood around his mouth, and a heart seems to be sticking out of his neck or chin. A coat hanger seems to be sticking out of his head, as does a 9-volt battery and a lit fuse which someone does not seem to be burning down. He has Frankenstein-like bolts coming out of his neck. He glows with power. The only clothes he seems to wear are red high heels, a belt (wrapped around his waist with no pants to hold up), a crown of thorns, a rosary, a face mask that covers his ears but keeps his face exposed, women's panties (oversized for him), a top hat, a monocle, and a gold anklet on his ankle. He has three eyes, the third of which is placed in the middle of his forehead and glows. A halo floats above his head. A floating cat circles around him, as does a green mushroom, three small flies, a guardian angel who looks rather like an innocent version of the master, a robotic baby, a red still-born baby, a blue still-born baby, a demonic baby, a floating black blob, a tiny black man, a floating red worm, and a blue fly as well as the red fly that harmed Duke. He seems to have two vampiric canines. He has a smile on his face as if he is immensely satisfied, yet bloody tears pour from his shining eyes. His few clothes seem to be slightly oversized, as if he had grown then lost weight. An especially keen eye can tell that he has coal dust on his face. A magnet (the classic U-shaped design) sticks off his head, and his forehead has three sixes in a circular pattern forming a sigil inscribed on it in bloody wounds, interspered by a faintly glowing blue crescent moon sigil. One of his eyes is red, as if he were wearing oversized red contact lens, and he has red lipstick on his face. Duke can see as he falls to the ground that the child has an eye on the back of his head. A price tag sticks off him saying, "50% Off". The worm returns to him.
The boy yells, "Please get out of my way! I need to keep running!" But at that point, the meat man runs towards him, carrying the charge. The boy falls to the ground and loses his demonic accoutrement. A spider bite wound is purged, leaking pus. He now clearly has a bandage on his head. Viral disease pustules slowly resolve themselves.
Retsu says, "I don't know what's happened to this boy, but his reiatsu is immense; however, he has been badly abused. We will need to take him in to heal". She takes off her captain's belt and wraps the boy up in it.

Probably not. You'll need to find a quiet area. Luckily, you hadn't gone far, so Angel's offices are still available.
The child is quickly healed: It seems that he is fairly endurant for what looks like an eight year old. He looks around and says, "What's happening? My Mom told me not to talk to strangers". He doesn't seem to be malicious anymore, and in fact seems to be rather scared. "I need clothes", he then adds quickly.

You still have to do the vampire fight. Three of them were left, with Retsu and Mayuri still having not acted. Besides, Angel had some spare clothes for someone Isaac's size ("Don't ask") sitting around.

Who does (it's for an individual), how do you pay and really, that's all you'll take?
EDIT 2: What I would suggest:
Buy the Golden Knight Bronze Saint armor with the money. Give it to whoever you want [you can store the things you buy to give to your teammates later]. The armor works off of willpower and your ability to imagine cosmo, so it'd be good on Chuu and Jin among others, but you could put it on Kao Ji because he's your main character.
Surge of Life is good on characters who die frequently and characters who heal, since their bonus healing applies. Retsu is perfect since she takes a lot of aggro when enemies realize how dangerous she is and so even when she is knocked out she can help. Yamada also works, of course, and he dies often enough, so he might be the best choice. Buy that with levels.
Cover, of course, goes on someone who tanks. It'd be pretty good on Angel or Illyria. Kao Ji benefits from it because his vasto lorde form is so hard to harm. Chuu might be able to get multiple Covers because of his drunken dodging. Dr. Strange can barrier himself then Cover. It's also good on anyone with a counter-attack, blocks or really good defenses, so Izo can also qualify. Buy this with good. Kao Ji would benefit the most since he has a lot of levels, as would Illyria. Because of Illyria's growth from early levels, she actually benefits a lot.
Second Mind goes best on someone who doesn't have good abilities to purge crowd control and who need to be able to act. Retsu, being one of your main healers, is a good choice, but Minazuki can help her purge her own CC. Yamada might be a better choice.
Blade of Nobility goes the best on characters who are noble. It'd be amazing on Angel and Gunn. Buy it with good.
Inspiring Martyr is a "freebie" so give it to whoever. It's best on someone who regens already, like Kao Ji, or who fights better at lower hit points. Inuyasha might be able to take the burnt off damage and use it twice for Inspiring Martyr AND Blades of Blood.
If you buy Cover, Blade of Nobility, Surge of Life and Exp +10%, that's 4 of them. That leaves, after buying the Golden Knight armor, only 3 that have to be bought with levels. Not hard.
EDIT: Corrected to clarify - you may purchase however many you wish from as many different kinds of currency as you wish. You also have just enough money to purchase one powerup with cash.

All right! Whoever exactly gets the abilities get them, but all of them are completed.
After completing the purchases, the woman reassures you, "Never fear. The power of evil and monstrosity may seem strong, but there will always be someone helping you, wherever they can. The ties that made you who you are have kept you and all of the tribe of Humanity alive for the eons before you. Trust in them".
You move forward. You finally come to the cruise ship, the S.S. Zelbess. It is a remarkable and massive ship. Fully ironclad, it actually appears to have been a former combat-capable ship. Posters all over the ship advertise for the Radical Dreamers, a famous band that is much beloved by teenage girls and young women (among others), not least thanks to their lead singer, Niki. The men all seem to be in pirate outfits, with pirate accents, greeting customers. "Yaarrr! Set sail for adventure!" "Plunder some relaxation at our on-deck pool!"
The cruise ship office is open. It seems that they're running low on tickets. A very obese, apparently Hispanic guy with wild hair in front of you says, "Hey, I'm just getting all of the rest of the tickets". He takes out some cash and gets all of the tickets.
