Alone, he would struggle. It would require gear from his lab in Soul Society, and even if he had such gear (which isn't even certain as Soul Society has pretty specific tools at their disposal), anticipating magnetic fields would be pretty difficult. He could use some kido, adapting it, but that would also be hard. However, in conjunction with Illyria, who has proven herself capable of powerful magic and some degree of temporal manipulation, and possibly a weapon in Duke Nukem's arsenal, he may be able to.
The demon smiles and says, "I will be so glad to take in two traitors". Illyria sighs, "This one has delusions of grandeur. Please let us finish him".
At this point, the demon thrusts both hands forward. There is a horrible whipping sound like that of a small tornado, and things are being torn apart. The team has limited reactions, thanks to the demon's showboating character.

Duke can't possibly drop all his weapons in time, but if he has a weapon out that is treated as non-magnetic then he is in general treated as non-magnetic as well. He switches to double boots and activates a shield. Retsu can't drop her shikai, but she can activate it as a free interruptable action so she does so; she then begins blocking and dodging. "Purify the Flesh, Minazuki!" The shikai begins healing as well as acting as a shield. Angel drops and rolls, as does Gunn. Illyria dodges with supreme grace. Mayuri is able to make his weapon non-magnetic quickly, so he is fine, dodging as best he can.
Mayuri can tell as the attack approaches, though too late to do much, that it is a gigantic twister of imperceptibly small magnetic material. It is a giant tearing field that simply hammers and rips everything in its path.
In her zeal to protect others, Retsu underestimates the attack and is badly injured. Angel has holes all throughout his body, which force him to spend a turn regenerating. Gunn miraculously is merely torn and shredded, and is actually able to fight. Duke Nukem's shield is hammered down, but he is able to mostly avoid damage. Mayuri is badly injured. Illyria is actually largely unhurt.
Angel has a suspicion about how the demon's abilities work based off what he just saw, but waits to say anything.
Everyone's turn. The twister is still rolling but is spreading out somewhat; nonetheless, it makes attacking difficult. Duke Nukem knows that his projectile weapons may be shredded or simply stopped and his missiles torn apart or detonated or even becoming part of the cloud, but he suspects some of his energy weapons should easily go through, and he does have a Tesla gun.

Tesla gun and mayuri heals retsu. Illyria will try to dispel the demon's magnetic abilities.

Duke fires the tesla gun, which crackles along the metal. The diffusion causes the attack to be somewhat weaker, but a lot harder to dodge. The demon creates a magnetic barrier to diffuse the electricity and manages to do so successfully.
Illyria doesn't so much disable the magnetism as debuff the man's abilities with a random spell. When this happens, the barrier is weakened enough to let the electricity flow through him. He does seem hurt. Mayuri thinks he has an idea about how the magnetism works, similar to how Angel did, but he then waits for more data.
How does Mayuri heal? Cure spell or a device? And what about everyone else?

cure spell does gunn have any electric attacks? and retsu will heal herself. and angel, you know, regenerates.

Mayuri heals Retsu. She is still injured but can fight.
Gunn doesn't have any electric attacks; he's more of a brawler, gunner and skill monkey.
Retsu heals herself using Minazuki. What does she herself do? (Self-healing with kido is very hard).
Angel could fight if he got healed.

Angel's just gonna regen and passively try to think of ways to neutralize the threat. Retsu will use hado four (byakorai) on the demon.

Angel remembers fighting a magnetic demon. This one was itself a giant magnet that changed polarity. They just used a remote detonating rocket after they tricked him to bring the attack in.
Retsu fires the white lightning. She can tell that, had he not been debuffed and knew more about kido, he would have done better. As the lightning fires, it spreads into a focused cone. It is dispersed somewhat by his shield but not enough to prevent damage.
As the demon starts to act, Mayuri finally figures out how the demon fights. He manipulates ambient magnetic fields. On or near the ground, he is very strong. But if he is pulled away...
The demon grabs long stretches of prybar and rebar and hurls them at everyone like a rail gun. Everyone can react including Angel.

Angel cannot, but he can jump very high. Gunn cannot, and while he can jump somewhat high he'd have to end up on like a banister or ledge or something. Mayuri and Retsu obviously can air walk. Illyria cannot fly, though she could easily learn with the aid of someone like Jin. Duke can use a jetpack and can carry one person easily. Mayuri and Retsu can also grab someone easily, and Mayuri can hold everyone easily on top of his bankai. Retsu can also grab people with Minazuki, up to two in Minazuki and four comfortably on top.

It's certainly possible, but it'd be hard to do it in context of a reaction. You have to react to the attacks first and hope you don't get hit.

Gunn manages to jump up high enough onto a ledge and grab on; however, the long piece of rebar tears his leg badly. Gunn largely soaks the damage, ignoring it long enough to climb onto the ledge and keep his balance. Retsu would have been injured had Minazuki not taken the strike, but Minazuki is cut and damaged. Mayuri's shoulder is obliterated and his arm is taken off. Illyria also jumps, similarly getting struck but easily soaking it entirely. She is beginning to get irritated by this upstart and his tricks. Angel manages to block the shot and send it back through; one of the weaknesses of the enemy's attack is made clear as the magnetic field can't possibly get strong enough to block the attack quick enough and the demon is struck. Duke is hit but ignores it (as an FPS character he only suffers knockback effects), flying into the air.
Duke is in the air, everyone else can be very quickly. Gunn and Illyria are on top of buildings.

Not likely. Gunn is very strong, but it is a demon who is likely to have supernatural strength (though Illyria estimates his strength as fairly low by demonic standards). The hook is titanium and thus is paramagnetic, so it will respond to the powerful magnetic fields he exerts. Also, the hook would have to go through the still spinning metal shield.

Gunn isn't in the air, he's on a ledge. If you mean Duke, he's using a jetpack and can easily shoot in mid-air.

He could indeed flash step and quickly attempt a jury rig. He estimates that it'd be fairly difficult to do the necessary modifications in one turn but would be much easier over time [DC 80 for the first turn, 60 for the second, 40 for the third, etc. Only if you miss a check by more than 45 can you not attempt again].

Illyria could always attempt Recall and hope that she gets something good. Aside from that, she might be able to get close and deck him up to the air using her limited time and space manipulation.
Duke might have some tools, but the best would be the Shrink Ray. It'd make him small, and weightless, enough that you might be able to stomp him to death or suck him into the air somehow. A Freeze Ray might help too. A pipebomb or Devastator barrage is explosive and might knock him into the air, but it's metal. The Enforcer Gun has a much better chance, since they're explosive, homing energy projectiles. He has some ammo for the X-3000 which is a gigantic screen-clearing weapon. Or the Expander could be used to try to pop the enemy by growing him, as well as moving him away from the ground a little further and setting his center of gravity up. His Life's a Beach weapon sets are all slightly weaker beach-themed versions, most of which shoot non-magnetic projectiles: The Triple Poison Shooter is effectively a chaingun that could get him destabilized, the Conchanator is effectively a Devastator that couldn't be deflected and could be used to juggle him, etc.
I can't think of a kido that would make it easier to get into the air. Mayuri's bankai would have some potential to do it (and if he releases it the next turn it can act as well as him) with poison gas and flying at high speeds; Retsu's Minazuki might be able to do it too.
Gunn and Angel don't really have anything aside from trying to get a hit with a weapon, hopefully a wooden pole or chunk of concrete, and using that to hook the enemy off his feet.

OOG: Are you okay with using one of your GMFs to get Illyria three rerolls?
The shrink ray passes flawlessly through the defenses of the demon. His barrier clearly could not repel this energy one iota, and the demon's supernatural defenses are no match. His mass has decreased markedly.
