Yeah, it's hard to compare criminal organizations, but the Russians are pretty bad.
Hack comes in and glances across the barrier, neither the skill nor strength to pierce the barrier coming out. Luckily, the railgun waldoes and Multiple Beings appear. Point-blank fire?
The cops are slowly closing in (the moment it goes to Vander's turn that'll be a lot faster...)

It being point-blank and sudden, Vander is taken off guard and the railguns whittle down his barrier. It still retains solidity, but now Hack's Multiple Beings take effect.

Sorry for the late response to the second part: Hack sort of can get info in by having Quion hold up signs or do sign language or something.

This time, as the incoming clones smash away with their various created weapons, Vander smiles and extends his arms out like a crucified angel. From each outstretched finger comes a long, narrow serrated blade. He viciously clashes with the leaping clones, and despite the incredible force of the attacks Vander's power repels the attacks. However, Vander is thrown back and his muscles are stetched to the limit. He is now open.
The clones have another turn.

All of the clones inflicting the same blow? How will they do that?
I should also note: F2 Power Attack, game mechanics wise, is a massive boost of damage, a minor boost of attack chance (yes, it boosts attack chance, but trades off with other optional Merits), and then you can on top of that trade in a minor bit of attack chance for a ton of additional damage, which is a multiplier not an addition. So in general, tell me how much of a dice roll you want to forfeit when you declare F2 Power Attack (i.e. -10, -20).

Ah, okay. Hack luckily rolls a 94, which is still a critical even with the minus to strike, thus he does double the roll (77 + 20 x 2 = a whopping 194) and delivers a brutal smash repeatedly. The shield buckles and Vander is struck over and over in the chest. His armor and subdermal plating remain to the challenge, but he is thrown back even further, feet above his head.
Vander himself manages to right himself. He fires from a needle gun, millions of individual thin clear needles (not even barbed) coming at Hack and all his DIO. [FN: 78 + 84 + 72 trn 2, 18 trn 3].
Meanwhile, Anduris now sees cops pass him. One stops and turns about. His blue snowspeeder engines flare hot as he says in a thick Russian accent, "Sergeant Podanski of Russian Provincial Police. Identify yourself."

Which direction? What % of speed? Any back-and-forth strafing? Multiple somersaults or just one? Need descriptions.

So it's a strafing somersault. Odd. Anyways, the wide spread virtually guarantees that Hack is going to get hit, but being so tightly bound he reduces his profile and makes the areas that are hit largely extremities. Any DIO responses?

....shit. ok double Rasengan won't work, Dragon's fury is still a No-Go. why did fortress penetration Kata not come into my mind earlier..oh well ok fine, they should all have his power Transgressive Malevolent Inferno should work nicely.
