at the risk of sounding cliche' lemme get a look at the city of the dead
Inferno has this tendancy to bombard hack with information when he's getting somewhere close, history of that person, secrets none whove lived in a milennia have known, that sort of stuff you know

The City of the Dead is the Waterdeep cemetary. Firual may not want to be THAT obvious about his necromantic desires; then again, it would be hiding in plain sight.

Remember: Firual is going to be shielded against most scanning, even from other cellmates. You may find elves, but you may not find him and even if you did it'd be a needle in a haystack.

Then the cemetary may indeed be a very logical place for him to hide.
The center of the city, near the areas where law enforcement may be.

Hack can now see three elves with pretty nasty looking magic arrows pointing at him. There is also a dwarf with a very large looking powder weapon. A paladin's warhorse comes down and says, "Sir. What is the reason for your scrying of the citizens of this city?"
