A team of three-four can handle him pretty well. Larger groups make him stronger proportionally, so size doesn't matter. You could do him alone or rounded out with an NPC.

Sure.
Evan, Wyatt, Jess and Jack travel through the Gates available at CH HQ to the End of Time. Far from the quaint construction it was when Crono and company found it, it is now a veritable library, tourist trap and bestiary all in one. As always, Gaspar is at the center. He smiles at the four and says, "Check out that door." It is a hefty wooden door.
When the team walks in, a nine thousand nine hundred and ninety nine headed serpent stares at the adventurers. "Walk around this room three times."

They will do so, and while doing so, they will look around, find interesting things, if indeed there is anything that might interest them. Also look for things to help them in the coming fight ahead.

The room is pretty much a blank square, some windows looking out into the purple nothingness of the End of Time. Nothing interesting whatsoever. "Keep walkin'.", Spekkio says. You come into the center finally. He says, "Now, do I look weak, or strong?"

The team will each look at him and not speak aloud but us mindspeak to eachother to have a small debate on how to answer. Through each of there eyes, how does he look, what does he look like? What things and or items does he have?

They all see a nine thousand, nine hundred and ninety nine headed black dragon.

Evan smiles at Wyatt and nods "You are weak, as all things are in the universe, for we shall all be eroded, and eventually crushed by time, and change." Jack winces a bit at this. Wyatt raises and eyebrow, Jessica smiles slittly and she mind speaks to the team "You must really enjoy getting us hurt don't you?"

"Okay, kid, I've been around for a lot longer than you, and we're at the End of Fucking Time, yet I'm still around. Nice try, smartass. I know what 'entropy' is. I survived it. Anyways, what I see is what is in you. If you're weak, I look weak. If you're strong, I look strong." Spekkio smiles. "Didn't see that one coming, did ya?"

Evan smirks, "Pfft, Everyone knows Im weak, everyone is weak in some way, even you. Didn't see that one coming did YOU, call me a smartass huh." Jessica will stomp on Evan foot and grunt "Stop..." Jack "Honestly, Im not sure being around as long as you CLAIM to have been around for, will do you any good. He's right you know, everyone has a weakness....Im sure we'll find it eventually." Wyatt will just look at it.

"My grasp of logic is a little rusty these days, but that sounds like a fallacy. Things can be 'weak' in different ways, bub, not to mention that being beatable isn't 'weak' since 'weak' tends to be a relative term. And of course I have a weakness. It wouldn't be fun otherwise! If you guys think you can play with the big boys, bring it." Fight?

Evan "Bring it? Well then I think I just found you weakness. Why should we fight? How is the violence going to solve, or even answer your question?" Wyatt will smile at this "Why not lets us just go onto the next quest?"

"I'm the First God of War. It's what I do. Things in their essence are never weak. You fight for a living. Strikes me you should be good at it. And to get my rewards, you have to beat me. It's an incentive. How is any of that a weakness?"

Jessica glares "Can we just fight it now please?" All get into defensive stances.

Spekkio moves first. It begins by having five thousands of its heads cock into the air and scream, spewing out a suppressing sound that simply runs roughshod over chanting. The sound forms into symbols and magical blasts that simulate Mute, Paralysis, Energy Seal/Disable, etc.

Well, I didn't say Spekkio was necessarily done. Remember: 9999 heads. I was just giving you an opportunity to parry.

Wyatt and evan throw up massive barreirs, and step forward, Jessica and Jack will attempt dispel spells to knock down as many of those chanted nasty spells as possible.

Wyatt's barrier is automatically up at all times, really. Unfortunately, the spell-shielding properties of his barrier don't seem to protect against this assault, and in fact his barrier goes mostly down, a problem considering that is a large portion of his endurance. Evan luckily saves against the status effects but still takes the MP-proportional HP damage (efficiency is excellent, mmm). Jess and Jack rush their counterspells, Jack doing virtually nothing and taking more damage because of it, Jess reducing the effect a slight amount luckily.
Spekkio's remaining heads cast a cocktail of the Night Witch's Spoiling spells. Any food or water, as well as the very blood and muscle in their bodies, turn bad and try rejection. Their concentration and memory is limited, madness begins to take over, and so on. Luckily, these effects scarcely phase the stalwart troupe. So Spekkio then goes for Extinction Level Event Virus (Bio III, in essence), cranked to very high power. Jess is critically poisoned, the rest are badly poisoned.
Jess' turn.
OOG: I assume you took Ampere and Flashfire for this fight?

Jessica will Malevolent Stutter the spekkio, and attempt a cure poison spell if she has enough turn.

Jess fails, and indeed Spekkio uses the opportunity to cast Regen on himself. Jess casts a Legendary Cure Poison (that's all she has the time to cast) but only reduces the per-turn damage.
Spekkio now launches 9,999 Dragon Pearls at the whole team, 2000 for Jack, 2000 for Jess, 3000 for Evan, 2999 for Wyatt.

Spanky fun. Evan will attempt to counter by using gravity to slingshot them back at the spekkio, Wyatt will attempt to cast reflect...Jessica will etheralize, and Jack will use impossible dodge.

Evan is surprised by their great velocity and smashed, Wyatt finds them difficult to reflect as they are physical objects but his orb power works for that (but the pearls disappear when that occurs), Jess and Jack evade 57% and 87% of the shots, respectively. Those hit feel not only an incredible kinetic energy but also lose a tremendous amount of Ki.
Jack.

Jack will assasins rush, then fuse this swords together to created one massive one, endow it with something nasty, maybe something to paralyze, then go for the beefist backstab imagionable.

Jack rushes behind the moving heads, who try to strike him but fail. He finally comes behind Spekkio and gets a beautifully targetted backstab in.... And virtually nothing happens. It's almost like the blade passed through thin air, though the magic did strike. One of Spekkio's heads appears in front of Jack's face and grins, saying, "A hint: Weapons don't do very much to me." Suddenly Jack faces a colossal Dragon Snot spell. He is stuck in a burning glob of mystic napalm, which drastically slows him, aggravates his wounds, and stacks for per-turn damage with the ELEV.
Evan, who has extra turn than usual.

Using his extra turn...is going to muster the biggest badest sleep spell he can do, f2 if he can, and he'll use what little extra turn he has to boost it with a bit of charge.
