Spira can take things into his SCGA to boost his power. Some artifacts in particular will develop new levels of control over nature and the elements/.

Furax. In fact, the Tech Team unveiled some new Steaming Spheres. But Spira would need to learn how to use that energy as a catalyst appropriately.

ok, spira is gonna take the proto cosmos and place it in the SCGA, and try to expand the cosmos ouut to become a intricate lacework of dimensional rifts throughout the entire galaxy, so i can efficiently produce high speed elements.

I think the main problem is that you don't have full mastery of the Protocosm... but you are able to incorporate it partially.

Well, nothing initially, but Spira discovers that there are planets where there are artifact shrines that he can put things into, and there is an open and accessible shrine for him to place the Bloody Chakram in!
More importantly, this isn't for Character Refining per se, this is for actually finding said objects.

Spira's attacks now all carry a degree of vampiric effect. He can auto-fire mini-Bloody Chakram discs. The aura of course remains. This remains true as long as the artifact is in the shrine, during which it cannot be used as a weapon.

It was, you upgraded the U2 to the U3. (By the way: I'm working out the Lich stuff and you need to check out the Unclaimed Loot section).
