I don't know if I have your FB team - I can't find it. You had the Doctor from Sensui's team, Mitarai Kiyoshi (the Seaman who makes the water beasts from his blood), and your characters. You had killed that vampire with his unique powers and were now investigating into the rituals he was doing as well as other things.

So, what's the plan? I believe you were operating out of a warehouse. You have yet to get an airship, so your mobility is somewhat limited as of yet. You can work on various projects, continue on this quest, split up to handle things, etc.

...Here's the problem. Even if you can get governments to be totally cool with you buying a major ship that can cross borders with no certification and without control of your paths in the airlanes (not totally impossible, but it requires some finesse - were you a Ranger?), you'd have to have the type of contacts, not just searching the web, that could possibly produce you those parts. Especially if you want to have weapons, they'll be illegal or major corporate suppliers who don't sell to random people. And even if you just want to buy a random helicopter or airplane, I think it's a little beyond your scratch. There might be people willing to exchange services for parts, but none are on the obvious networks. Military helicopters (the cheapest, probably) are in the range of 6 million each (60,000 GP) and are difficult to purchase, while civilian helicopters are usually more than 900,000 dollars (9000 GP). You can visit a local aviator shop (where were you, actually? I think LA or SF) and see what they could quote you. Not to mention that you'd need a helipad or runway (or store it at a public one), money to pay the refueling costs and maintenance, and anything remotely affordable to you currently will be pretty slow and still not give you much manuverabiltiy (though the continental US might be good enough). I suppose you could take a loan, but what would you have as collateral or equity? (You can go to a criminal loan shark who might be willing to trade you a loan approval for services, but you still have to pay them back at upwards of 10 points and the type of stuff they'd be doing is probably not within your code of conduct.)
Further, regarding parts, that's all fine and dandy, but the great part about finding or purchasing a complete product is that you don't need to know how to put it together. I doubt anyone on your team has a doctorate in airship design.
The Doctor and the Seaman are your strongest crew members.
Where/how will you start recruiting?

Not much later, but sure. Miraculously, Juggernaught finds a large rectangular area set in a basin that would be perfect for a runway.
Again: How will Occisum look? Ask random people if they have a problem that can be solved through violence? If you're part of the Rangers (which you may have been), you have somewhat less latitude vis-a-vis ethics but you get a lot of missions.
Suppose you do go into a bar. How will your recruitment team identify the worthy, to begin with?

As the Juggernaught seeks out another runway, it passes through a thick swamp. The reeds are high on either side. He feels a wind blowing towards him, the reeds first gently then powerfully leaning his direction. [Fred Note: Glhd.]
Neither the Seaman nor the Doctor are mercenaries. They only even have powers and fighting experience because they were mind controlled by a charismatic zealot of incomprehensible psychic power. They have spent a few years as normal civilians, the Doctor underground evading prosecution and the Seaman attending school, then when they began to detect the All-Monster's force and were offered positions as Avatars they began to fight. They have some ideas about how to proceed with the All-Monster, but not all are currently feasible.
Of course many characters are alcoholics or smokers. But separating them out from the drunks, tweakers and 60 year old grandmothers is the problem. I don't know how good those people are at identifying those who can fight, there's plenty of braggarts and adopting a policy of bar brawls to determine those who belong on your time is a pretty poor idea, and unless someone's REALLY shitfaced they're not going to say "Hey, I'm looking for an airship or private plane!", and even if so they may not be superheroes or may not want to join you for a random reason since you happen to ALSO want an airship for totally different motivations.
Again: Do you want to be Rangers? Mercenaries? Vigilantes? Random heroes coming together to save on a warehouse?

All right, so you do have some mercenary contacts, most of which have gone dry. The more... dangerous ones (i.e. you have to pay them or meet them in creepy locations or who tend to get busted) are still around.
There is a criminal underground, but you have to be careful with who you solicit, for a number of obvious reasons. And unlike the stereotype, a bar is not necessarily always the place where that would happen. The same reason that it's possibly good (i.e. it's a crosssection of people) is the same reason it isn't (i.e. it's a crosssection).
You had the Fated One Finder? I don't think you did, but if not, Seaman/Doctor have a good lead on it. (FN: 297).
The Juggernaught flies upwards... and a man in a knight outfit jumps above him. "Stop! You shall not pass until I examine the purity of your heart, automaton!"

The man lands. He is a European man with black hair and yet a touch of the Asian about him. Wrinkles in his face grant him a foreboding yet somehow comforting quality. He is in full plate armor with a modern visored helmet, a large shield strapped to his back, a large sword in his hand. He stands 6'3 and is heavily muscled. "What is your business?"
Fair enough, then. Right now the FOF is picking up no one nearby and the FoF is not developed enough to seek out Washu.
There's:
*Jensen Bunsen, who has nervous tics, a trenchcoat he scarcely washes and runs contacts out of a junkyard. *Ol'Sam, a former mercenary who's turned to being a mercenary headhunter. Decent source of jobs, but not all are ones that you may like or be able to do, and he makes his money charging to provide missions. *Little Vitelli, an unscrupulous guy with Mafia and dark cult connections

Make sure to log in.
The Juggernaught has no such screen.
Occisum is outside the junkyard. How to proceed? (Incorporate self-description, character's thoughts, etc.)
