The stats system is pretty simple. Four stats (Strength, Dexterity, Intellect, Fortitude) each starting at a base of 10. Players can reallocate points to a max of 2 per stat (meaning you can drop one stat by 2 points and put those two into another). You also get 4 points to distribute among the four stats. Can't believe I forgot that.
The first step is to figure out racial stats, then allocate. Then you just figure your modifiers and you're done.
Modifiers: 6 -4 7 -3 8 -2 9 -1 10 0 11 0 12 +1 13 +1 14 +2 15 +2 16 +3
Admin Edit: See Races for racial modifications.

Because I copied it and posted it for you. I assume that's acceptable.

Do you get new points for stats every level? Every two? Three? Never? And does the Ranger class get any bunuses? Plus, is bow skill dependant on Dex? Answer me and I give you candy. Candy for my little boy.

Kyle knows a lot about candy and little boys.
Seriously. He headed up a youth camp for the morbidly obese children of Wisconsin.

I believe you get one point per level. Your class doesn't affect your points per level. Also, yes, your bow skill is dependant on dex.. but your bow damage is based on str.
