There are three options for creating FB parties.
Option 1:
Split 25 levels between as many characters as you please, max of 10. The maximum level for any character is 10. Think of it as creating a beginning Final Fantasy team.
Option 2:
Split 100 levels between a maximum of 15 people. Max level is 40.
Option 3:
Split 50 levels between 10 people. Max level is 20.
Obviously, Option 1 is weakest, 2 strongest, 3 middle. See the CotG Trainers list for characters from other continuities to put in. If you want to make your own characters, give plenty of data about their race, classes, history, etc. People who start with weaker parties can get special things from it and start in an easier situation, so there is a balance.
