For whatever reason, according to Ikiru, Lucifer is no longer in Pandemonium. The currently operating theory is that Lucifer is working with Itek but will probably only use this as a way to jumpstart the new Apocalypse. Anyways, Lucifer needs to be found and either destroyed or sent back to Hell.

Mace and company will go hunting for Lucifer. Any leads? If not, Mace will try and use a general scan spell to search for any concentrations of hellfire, since I'd assume that's what he uses.

So far, it's not even certain if he has actually escaped through the means postulated or if he's out. This may be an elaborate trick. Lucifer actually tries to avoid using hellfire: He considers it demeaning and below him (being incredibly vain and proud). Ikiru does believe he has isolated the source: Professor Block's rash and reckless usage of an ancient Katalian spell that was also responsible for the sudden rise of Ur-Katal, a crime for which he has currently been replaced on the dig.

He's part of the archaeologists camping outside Ur-Katal. They haven't switched him out. However, he doesn't know anything about Lucifer.

Okay, you've lost me. Why did you bring up Block? I think you said that his rash use of the spell got Lucifer out of Pandemonium, but on accident while trying to raise Ur-Katal. If that's right, then I am rearin' to get my brain back in business.
Hmm...well, does the CH have any contacts in Pandemonium? Were there guardians? Can we go see for ourselves if Pandemonium has been breached? Are there beings in Hell/Pandemonium/Whatever that are stronger than Lucifer? Is it possible to take Lucifer's throne (if there is one)?
I'm thinking if we defeat Lucifer, one of the Heaven and Hell characters should take over and rule it. Though it makes me wonder as to people's interpretation of Hell.
To some Hell is vile and evil. Some believe it a place of justice, run by angels who just deal out punishment to sinners. What's 'Hell' in this universe?
If we have contacts, Mace will contact them to see if the rumour is true. If there were guardians, Mace will do the same and contact them to see if they're even still alive. If we can go to Pandemonium safely, or at least safely enough to know we won't be out right eviserated upon landing there, Laura and Brent will go while Jerry becomes the runner for information and find anyone who knows anything.
THe strategy will be that once Mace contacts someone, and they decide to run, once Mace says he'll send someone for an interview, Jerry will wait outside, tackle them, take them to Mace, and see what they can do to the person to get some answers out of them.

Yes, he raised Ur-Katal recklessly and got Lucifer by accident. The point there is that Block has no idea why his spell worked the way he did: It was an accident.
Some devils are Old Guard members. In addition, Spira's demonic contacts inherited from his dad include one Pandemonial devil.
Ikiru's already confirmed that Pandemonium has been breached. No, it is not possible to take Lucifer's throne, or at least it's no more easy now than ever. Pandemonial politics are byzantine, Machiavellian and labryinthine, but as it is Lucifer's the big bad guy. Him being out of Hell has enhanced, not weakened, his position.
Since the universe itself sealed Lucifer and the devils into Hell for pretty well eternity, the guard there has sort of lapsed. And they know nothing.
Maybe. If you beat Lucifer, you'll have bigger concerns.
In this universe, the real question is, Which Hell are you talking about? "Hellish" realms include places where demons coincidentally happen to be that serve no afterlife purpose whatsoever, then various other interpretations.
Spira's having difficulty establishing contact. And no, you can't get to Pandemonium "safely". Especially now.

So the goal is to locate Lucifer and destroy him or lock him away again? I think it would be best if we killed him, I think.
Having trouble contacting the Pandemonial devil, you mean? I guess we'll need to take a team in. What are some good NPCs to bring in to a place full of demons, devils, etc.? We'll go check in on that contact of Spira's, to see if something monumental has happened that like...destroyed Pandemonium or something and took others with it from the spell.
I believe Hel would be a great help, and would there happened to be any legendary demon/devil slayers locked away inside Pandemonium that Laura can fight to gain their power/folio? I think that would be some damn good help for the fight against Lucifer.
And what "Hell" is Lucifer lord of then?

That would seem to be it. Yes, that is what I mean. It depends: Holy might make you easy to find, but good versus opponents; sneaking types may not carry the punch to fight off demons; and demons may blend in but may not do the damage because they're the wrong polarity. I'd pretty well doubt that there's a lot of people in Pandemonium who were devil or demon hunters. But there MAY be a Colossus somewhere... The Pandemonial Hell.

Colossus: I feel a song coming on! (Or that may be a new quest for me after my android. : P Or maybe it's that bean burrito...)
Brent has the Devil Hunter and Demon Hunter classes, so I think he'll be fine. I think Laura will have to stay near the back and just take pot shots. Mace could probably act as defense and healer, plus artillery if necessary. Jerry may be good, since he slays Hollows. Jerry will be the booster with his dice rolling, boosting Brent and Laura's attacks. Laura, definitely.
Stealth will be a major factor in this. Laura being a sniper, she'll know how to hide until she's needed. Brent has various classes to help with that. Jerry knows how to hide, given his past. And Mace...well, he has a demonic DIO (Lasciel, his fallen angel), so he will be concealed.
