That is true. However, you can always leave cryptic clues behind, find leads, scope out areas, etc., though too much of such interference would be a violation of his Watcher nature. But you also have Spira, Milky, and Daedrous who have assassin abilities. (Milky from Tsunade and Xeno, if you were wondering why I was saying that.)

The UEG tends to frown upon assassination, a) because it's illegal under UEG laws in general, b) because being caught doing it is a great way to lose careers and lead to a massive scandal. It doesn't mean certain sleeper cells or clandestine operations don't do it. The Stormguard might know some groups who would have such missions on their plate, but you would have to wonder about the ethics of targetting many of their hits.
I should point out that, in all of the worlds/dimensions where traditional guild systems still rule, there are often quite open Assassin guilds. Obviously they only provide missions to members, but it might be a place to start.

There are some really hidden Crane Schools and other such guilds, but in the post-Frieza/DB era the proliferation of fighting schools one saw in DB drastically minimized and became a lot tamer and more oriented towards tournament-style competition rather than real violence.

It's actually Mandalore, apparently. Boba Fett is currently Mandalore of the Mandalorians. However, the Mandalorians are now somewhat gypsy-like: many sub-clans are left, and small groups of survivors. en.wikipedia.org/wiki/Mandalore has extensive information. Thievery and assassination are different. With assassination, for example, you always have the option of blowing your cover to get the kill. Not so much with thievery. Bounty hunters often are quite anti-assassin, too. But no problem, how will you find the jobs?

...Which class is that? The Reaper helps, but it strikes me that he's a lot like those brothers from Smokin' Aces: Suicide run, blow everything up, scorched earth. He has some assassin training, but he's more direct combat.

As long as she knows it's for a good reason. She won't do it for criminal organizations. If the CH has any assignments for something like this, she'll glad take it. Go take out some head honcho in the Imperium, or something. But if this thread is for criminal gigs and such, she won't partake.
