Talking to Darth Bitchious (aka Cara Lang), it seems that there is a hidden Master that has been manipulating many Kin to experience the "powaaaaah of the Dahk Syyyyde". L and Fred have drawn up a psychological profile, and they believe they have a plan.
It appears that the FBI were investigating the man, but their investigations routinely stop and start, people leaving and going, etc. L suspects that the man has corrupted some of the FBI agents and subtly misdirects others, so that they repeatedly find evidence that leads them to the man then are driven off by his mental powers. He has deduced that if a suspect appeared that could plausibly take the fall for his crimes, he would play his hand to insure that such a suspect would be investigated and convicted. This would take the heat off him both now and in the future, giving him a built-in defense against any criminal proceedings.
Thus, the team has reluctantly recruited DF. Telling DF about Aizen's loss of the Hogyoku as a quid pro quo, they have secured his cooperation as said patsy. DF is a plausible enough candidate: He loves manipulation and corruption and has a sufficiently large network to keep the FBI at bay. The hope is that once the FBI turns their attention onto DF, Darth Fuckhead [Fred's interim title for him] will make a more overt move and thus leave a trail of breadcrumbs back to him.
Anyone who wants to stop an evil Sith from manipulating politics to spread war, violence, terror and evil is welcome.

Good plan. I don't know if we should play out the actual interrogation here, but what is quite clear with even very basic questioning and observation is this. Jake's fall preceded this new Sith; he already had been getting rougher, tougher, more vigilante-ish in his procedures before he had met Darth Fuckhead.
That having been said, as his fall began to reach critical mass, this figure appeared, as if out of thin air. The figure is a master of appearing, even when totally covered, as a Jedi just being discrete and incognito, just providing assistance, stroking the egos by claiming to have heard of their brave exploits. Neither Cara nor Jake indicate that there was anything relevant in the background noise or visual projection: It was only the man and his words. This probably means the transmitting, whether psychic or technological, is incredibly high-fidelity. He begins, as all good corruptors do, by establishing a bond of trust, even opposing the increasingly-corrupt Jedi on some minor ethical point to establish credibility as an ethical consultant. As time goes on, the rationalizations, appeals to emotion or a harsh sense of justice, and so forth would emerge. He would encourage these budding Dark Side Jedi, if not outright Sith, to investigate all of the Jedi tradition and argue that they did in fact have the personal mastery to try techniques like Cara's absorption of corruption or Jake's torture. However, the figure in both cases never offered to meet face-to-face and would either insist on not doing so or would offer excuses. His claimed biographical background changed in both cases, but he used some constants. These might have been because those constant elements were useful, but L believes that it's because he could use those true constants as ways of establishing trust and in order to make his lies more believable. He claimed to have a Latina wife, and implied that they had met at some equal level. That combined with the fact that he is white and obviously of a professional background (due to mannerisms, appearance, and phraseologies) helps reduce the number of suspects.
Someone presented the idea of attempting to appear corruptible and sending out the right signals to get to talk to this guy. Joe might be a decent candidate. Fred likes the idea but is concerned: Sith are very convincing, and undercover ops against them can be difficult. That having been said, the guy never insists on face-to-face meetings, so what he can actually do is limited.

I think Joe might be good too, he may appear to be the most likely member of the group to have his own agenda.
