L:
The world's greatest detective, L has taken the Arcana matter seriously and intends to bring the perpetrators to justice. Masterminding the Arcana investigation inbetween sipping tea and chewing on sweets, L brings yet another touch of the wacky.
Kurama:
Also known as Shuuichi Minamino, Kurama is adding his prodigious genius to the Arcana Task Force investigation. He brings supernatural contacts. Kurama is also the go-to man if you want to plan a heist. And his experience with seeds, botany and healing are also useful.
Abraham Whistler:
Blade's erstwhile mentor, Abraham Whistler, is an expert in all things supernatural and military. Teaching the young Blade to hunt vampires, he still has plenty of tricks up his sleeve. He can design weapons to harm vampires and the supernatural (such as his patented ultraviolet light emitter), he's a generally good mechanic, and he can teach combat technique to young whipper-snappers.
More subtly, he is also the team's connection to the Powers That Be, replacing Doyle after Doyle had to return. Whistler takes his knowledge and visions on his computer instead of directly.
Jutsu Hands:
(His name is Erik Totsuya Vanderbilt, not that that matters). A member of the Village Between the Mountains and the Sea, Jutsu Hands is on retainer with the team now.
His specialties are ninjutsu lore and design, ability lore and design, and designing items. He is especially proficient at designing and enhancing prosthetics.
He can train anyone with the prerequisite skill at high speed in a wide library of Jutsu. While he is loath to give out the secrets of his village, he can do training in some of the special plasma, sea, and smog jutsu of the Los Angeles ninja village.
Smog Guy:
(Aka Hirobi Naka). Smog Guy is an expert in smog jutsu. He also knows how to build designs to enhance ninjutsu. His primary use right now, however, is to create miasmas to shield the team so that they cannot be traced. Putting this around the Arcana Task Force and other team buildings, he keeps them safe from power sensing and many forms of scrying.
Darth Bitchious:
(Aka Cara Lang). A former Sith until the team reformed her, Darth Bitchious is an able mechanic. She can design lightsabers, grow or synthesize lightsaber crystals, design blasters and explosives, design or repair space ships, and produce armors and psi-technology.
Grimmjow Jaggerjacques:
The former Sixth Espada, Grimmjow is "crashing" [read: hiding out] with the team. He's pretty much just muscle, but he's remained cantankerous enough to trade insults with Whistler and curious enough to learn something.
Panda:
Short for "panda-monium", Panda is a young kid who thinks far too much of himself. He has a penchant for naming simple things extravagantly, like calling a Tesla cannon a "Galactic Lancer". Nonetheless, he has real spiritual talent, and an incredible gift for designing things. He takes night classes with MIT, and is believed to have had an IQ of 280 at age 15. That was a long, eventful two years ago. Panda is the general go-to guy for the Tech Team, though he and Whistler are increasingly bitching as the designs go from car modifications to mecha and kido cannons...
Troll Decker:
Ugghug seems to have devoted the few neurons he has to combat and hacking. If the team needs something hacked, he is regrettably the best choice.
Dusk Sky:
This Maidu mummy has been a long-time friend of the team, ever since they saved her from herself alongside Kaylie. She is passionate about defeating the Arcana, and though she tends to stay in her cave in Penn Valley, that does not make her contributions any less useful or interesting. She is available for ritual magic, the construction of fetishes, guidance for spirit quests, and other uses.
Dragon's Brain in a Jar:
A captured Shikome Kido Mi, who is being punished by having his brain kept out of its body. If he reforms, then he gets the body back.
Hey, tough love IS still tough.
The Shikome Kido Mi knows plenty of ninja magic, ninjutsu, genjutsu, taijutsu, magic... Being an ancient dragon has perks.
Szayel Aporro Granz:
After being defeated at Berkeley, Kurama managed to restore Szayel under the condition that he aid the team. Fred convinced him that he would be aiding Hollows by helping the team, particularly since Aizen was in fact harming Hollows by risking all of them for his ambitions. Though not exactly trustworthy, Szayel is a good researcher.
Mayuri:
Soul Society's resident and present researcher, the team farms out research to him.

Yakato Karou:
The former wielder of Owatatsumi and a S-Class Swordsman of the Mist, Yakato (now known as Ali thanks to Mario's capture of him using Tsukiyomi and some clever talking, putting Yakato into a form of witness protection) had a long and illustrious career as a mob boss, swordsman and ninja. His skills are manifold.

Our prison design has been built by L from the law enforcement side of the equation, Kurama from the thief and escape artist side of the equation, Szayel and Whistler (with Whistler checking Szayel's work with a fine comb) to counter for the supernatural, and so forth. It incorporates technology from Gramercy Island, Arkham Asylum, the Maggot's Nest, and other penitentiaries.
The prison quarters are underground, patrolled by robotic guards. All walls, doors, and so forth are titanium reinforced to high M.D.C. levels. All locks require multiple bio-metric and ID confirmations and are combination electronic and mechanical locks. All locks are redundant. All shackles, handcuffs, and manacles are designed to be immune to all standard Escape Artist tricks and are modified by the Splugorth to be immune to lock untying jutsu, cantrips, and so forth, with an Escape Artist difficulty of 300%. Further, all prisoners are also detained with an additional invisible Forcebond. Any shackle, manacle or handcuff that is compromised emits both an audible and silent alarm.
The robotic guards are armed with Barrier Generators, biological agents, chemical agents, and a variety of detention methods. Borrowing from Hueco Mundo's design, the halls dimensionally shift except for authorized personnel, making it virtually impossible to leave. The entire facility can project mass amounts of heat, radiation, energy or sound to neutralize enemies.
Prison:
Aaroniero Arrurerie (imprisoned with zanpakuto in evidence storage, massive exoskeletal manacles on feet and hand with gravitational adjusters, Splugorth manacles tied between those that neutralize strength, in a charged kido environment that prevents movement and prevents regenerating Hollow energy)
