Restrictions on Beast Master pets:
--Only real, non-unique animals may be registered as pets. This means no dragons, unicorns, imps, etc, and so on.
--Beast Master pets may not be used as mounts. Shinobi get around on their own two feet, the pet is an aid in combat, spying, scouting, support, etc.
--A Beast Master may only have 1 pet, regardless of size. Statistics are not dependent on the pet itself, but rather the rank of the owner. Yes, this means that a Fox pet could have the same strength as a Bear pet. The reason is Ninja magic, whatever.
--If your pet dies, you must spend 1 full thread finding and establishing some empathy with a new one. You do not get to recreate its statistics--at the end of your next thread (the thread after the one where you find the pet,) it will be assumed that you trained your new pet up to the techniques and stats of the previous one (so, for that thread your pet is just a normal little npc, try not to get it killed.)
--Pets may not have Super Style taijutsus. At all.
Pet Skills: Pets may have a limited number of Unique skills, which must be registered just like any other custom jutsu. They do not have to be registered at the same time that the pet is registered, however.
Genin pets may have no unique skills.
Chuunin pets may have one unique skill.
Jounin pets may have two unique skills.
In addition, pets can learn a number of other skills commonly available or available through their owner's Village. They must meet the stat requirements of any jutsu they attempt to learn. Pets do not have a list, nor do they take exclusively from a list. They have a pool of techniques drawn from universal lists or village lists. Pets may gain taijutsu; each stage counts as a skill.
Genin pets start with one skill, and may possess no more than three.
Chuunin pets start with two skills, and may possess no more than five.
Jounin pets start with three skills, and may possess no more than seven.
Pet Stats:
All pets are Physical primary, Mental secondary, Chakra tertiary. All pet statistics start at 1.
Genin pets start with 7/5/3 to distribute amongst their stats.
Chuunin pets start with 12/10/7 to distribute amongst their stats.
Jounin pets start with 19/16/13 to distribute amongst their stats.
By nature of their stats, starting pets are guaranteed to have requirements for stage 1 (and in some cases stage 2) jutsus.
Pet Growth during play:
In any thread in which the Pet is present, does not die, and its owner gains points; the Pet will gain 1 point. This point may be used to raise any stat score, or it may be used to gain a new skill.
Pet Skills: In other words, a couple of skills that Pets may take.
Pet Communication
Requirements: Intelligence 2, Control 2
Description: This skill allows you to communicate with your pet, above and beyond simple commands. The pet understands you when you speak (and only you) and you can understand the pet's noises and movements. Thus, a pet could tell you that it smells blood, for example, or if sent off scouting it could tell you that there are three large creatures sitting around a fire. This does not allow conversation by any means.
Pet Intelligence
Requirements: Intelligence 9, Willpower 9, Control 7
Description: This skill imbues a pet with a greater intelligence than is common for such animals. The animal learns to understand human speech, though it cannot replicate it, and can communicate with its owner on a conversational level. No one else understands this communication, even other Beast Masters, as the animal is not actually speaking, but rather making noises appropriate for its species (a cat meowing, a squirrel chattering, etc.)
