Lycanthropic legends are to the best of our knowledge as old as time. Further, speaking cosmically, some lycanthropes have been around in some form since before humanity. Their governing spirit may have receded into the Spirit Realms.

Valorian has provided some data, and luckily werewolves (at least WoD style) are spiritual enough to know the governing spirit of their own race. Sounds like a good idea.
