OOG: Fair enough, but you do need time and space to use them. Chain weapons have that classic disadvantage. By the way: I say "OOG" because I'm the GM. PCs generally say OOC.
Hack incredibly pulls out, though the push of every muscle is excruciating in this position. The door is still impeding his movement. Unfortunately, now that he's pulled out, he's dealing with a large drill coming at his face.

OOG: I see you don't use chain weapons often. To effectively gather space for a longer weapon, even a flexible one, one requires more space than a tool shed provides and more room for the body movement. Even straight tosses of the weapon are difficult to do if you have no space behind you and you have to gather the chain beneath you.
Hack punches the ground, shattering the shed and bringing it down on the two. Unfortunately, Whistler jumps up onto Hack's head and brings the drill down into his skull. Hack remains conscious, but the damage is quite serious.

Again: How? Whistler is on his shoulders with a drill. You going to fall on top of him, try to headbutt him, punch, claw, grab, pressure point, what?
EDIT: I get you're using blades, but nonetheless, are you just porcupining? Going to go for a stab or a slash? Etc.

Hack gets very, very close. In fact, as Whistler flips over using the drill, Hack shoves fast enough to catch Whistler with the edge of the blade and with the shockwave of his rage-filled attack. But do remember, Hack is supposed to be learning to fight with improvised weapons. Hack has another opportunity.

a bench rule is the ruler with a piece of plastic molded to it in a 90 degree angle, its used in woodworking frequently, simply put it's an L shaped ruler

Ah, the classic bench ruler. Could be a nasty cutting weapon if used appropriately. And one is very close. Hack grabs it quickly and swings backwards. The violent motion makes Whistler stop with the drilling, but he swings to the side and Hack merely swings very powerfully at nothing.

Whistler attempts to block round two with his boot, but this time the only thing he gets for his troubles is a sawed-off top to his boot and a cut along his torso. A very bad one. Whistler loses control of the drill, but he turns it on automatic, so it keeps spinning in Hack's skull. He then grabs a prybar and holding it in front of him leaves the shed, but Hack gets an opening.

Whistler shoves the prybar forward, attempting to spin it to catch the drill. He then attempts to catch the drill with a sideways motion, but that fails. However, he then turns the prybar sideways and smashes Hack into the side of the shed, which begins to fall over from Hack's inordinate weight. Whistler then leaps back then forward, this time successfully rupturing the gas tank and causing it to ignite. Now it is Hack's opportunity to fight back, though his foe has an effective weapon to shut down his assaults, he is sideways and on fire.

Hack leaps through the roof, but the confusion and damage is getting to him. Whistler golf-swings at Hack's legs and criticals, nearly shattering them. Hack has another opportunity, but the damage is amassing.

Yes, but Whistler per usual has excellent Merits even at his reduced power level that make aggravated wounds that are very, very hard to heal. Hack heals himself, regaining some mobility and stopping actively bleeding wounds, but then he is struck over the eyes with the prybar, but the damage is surprisingly weak. Hack is tossed back three feet onto his back.

The nearest good piece is some distance away, so it takes Hack some time to reach for it; however, Whistler still seems caught off guard when Hack tosses it. Whistler swings at it, but because he missed the grabbing he missed the trajectory, and biffs, being smacked by exploding debris and flipping backwards. Whistler uses the prybar as a vault and lands safely. Hack has an opportunity to get up finally.

Hack begins to conjure the energy for Dragon's Fury, but Whistler has other plans. He swings the prybar towards one of Hack's forearms and with his unused arm swings a weapon that Whistler has been hiding, a chain of circle weights to pin his other arm.
