No, what he means is, "No summons", or "Only one piece of equipment" or "No reraises" or other special rules.

Mace flies up about thirty-feet into the air and scans the area, looking for any signs of Hack. He charges up mana in his hand, which unfolds into a large chain made of magic. It's about seven feet in length.
