Maybe, but you have to either find the announcement that would clue you in or an announcer's private diaries or monitor an announcer's mind (which is both difficult and sort of sometimes off limits for the Watchers) or what not.

Ikiru is floating about, disembodied, watching for fighters, when he suddenly sees a beige-winged Ateng accosted by three powerful looking thugs: one Ateng, one Cyclops and one a mutant moose. One of the men, a yellow-winged Ateng, says, "You bastard! You smuggled my daughter away from me!"

The yellow-winged Ateng, much larger and more muscular than the beige-winged one, moves into make an attack. The other one strikes at a point at his stomach, saying, "Don't be so angry, it may give you ulcers." At this point, the yellow-winged one begins to vomit...

Go far away, ghost in for only long enough to pop a shot off at on of the yellow winged ones with DFA, then ghost out again and get close enough to hear their reactions.
(i assume this action is ok since these guys are fucked anyway)

There is only one yellow-winged one. After being pretty well disabled, the thing is now completely disabled. The Cyclops seems to stare at Ikiru's location, growling as if he knew something was up but not quite what, while the Ateng seems to be inquisitvely staring.

Fading into obscurity, Ikiru seems to disappear not only from their perceptions but from their immediate memories or concerns.
The battle continues. Now that the yellow-winged Ateng has been knocked over from the combination of the disease wound and being shot, the Cyclops and the Moose move in tandem. The Moose uses the butt of a shotgun while the Cyclops uses a lightning bolt formed into a spear. They do seem to hit the enemy Ateng... but the blows then afterwards glance off. The Cyclops moves for an uppercut, making an egregiously powerful but overextended move. His hyperextension is instantly used to turn him into a sort of smashing club to beat the Moose into submission. All three are now unconscious or paralyzed.
The beige-winged Ateng stands above the yellow-winged one that accused him of daughter-smuggling. "I didn't do anything. Your daughter paid me to get her away, and so I was the agent that did so. If you want her back, pay me to reverse the transaction."

The Ateng successfully slips away with no more incident. He flies down very deep, seemingly almost past the city, to an independent platform. It seems that some degree of smuggling occurs down there, as there are docks for airships. He then goes into the building itself. Ikiru feels a barrier around it designed to protect against prying eyes such as his, but it is a negligible one given his skills, and he is able to follow the beige-winged Ateng.
Inside the building is a training area. In the walls, hidden away (but visible to Ikiru the Watcher) are portholes that contain bizarre agreggations of almost pustulent flesh. It seems the flesh endlessly regenerates, allowing him to train his rot technique.
The Ateng seems to be looking over his shoulder constantly. It seems like he is dimly aware of Ikiru's presence but is not fully processing it.
