Well, maybe. One has to note a few things:
1) Copycats rarely totally emulate their models. Many add their own spins and twists. 2) Copycats are different from their models in that they are not the originals. This may sound like a tautology, but it actually has some psychological impact. Someone who is an original has a different psychological makeup from someone who has chosen to mimic someone else. An aspect of the person needs to be different for them not to have done it first and to want to follow in the footsteps of the person who did. 3) Copycats can only copy what they know about the person. Hack has a substantial mythos and even the official police reports of the few things he's done that the public could possibly know about have been heavily doctored.
Crash Fox did something substantially different. She took the rumors that circulated and compiled them basically based on a believability index. The less likely the rumor was to be true (based on the apparent reliability of the source, certain changing facts, etc.), the further in proximity from the central "bullseye" she put it. The bullseye was the "truth". By getting enough shots around the bullseye, she was able to guess where the truth likely was.

Similarities between two people in brain patterns is somewhat like hearsay or prior bad acts. It's like accusing someone of a war crime because their brain chemistry is similar to Hitler's."
